About Us

With over 25 years’ experience of public service in high profile posts, and over 3 years in the Rwandan insurance industry as a Managing Director of a leading broking firm, he is motivated to share his practical experience, knowledge and skills to establish the first reinsurance broking services in the industry. He holds a certificate in foundation course in insurance from the College of Insurance, Kenya.

Having served as Permanent Secretary in the Ministries of Finance and Economic Planning and Health (over 5 years from 2000-2006), he has rich experience in Rwanda’s public governance policies and structures. As Permanent Secretary for Finance and Economic Planning, he is very conversant with Rwanda’s financial sector in terms of its regulatory framework and has rich networking with the relevant stakeholders.

As Permanent Secretary and Secretary to the Treasury, he oversaw the insurance industry operations, including the establishment of the related regulatory framework. He oversaw the establishment of the first Insurance Commission in Rwanda.

He has rich experience in interacting with various government departments and development partners at all levels. He has enough exposure and knowledge of the operational mechanisms of Multilateral (UN, World Bank, IMF) and Bilateral Donors.

Having been Rwanda’s Ambassador Extraordinary and Plenipotentiary to the Republic of South Africa (and other Southern African states), he brings onboard extensive diplomatic and public relations experience.

He holds a Master’s in Business Administration (MBA), a Master’s of Arts Degree (MA) in International Affairs and Diplomacy and a Bachelor’s degree in Medicine and Surgery (MD). He is a well-trained retired senior army officer (at rank of Colonel). He attended senior staff and Command College as well as War College.

Annette is currently a Business Development Consultant with AIMS CAPITAL ASSOCIATES. She holds a Master’s degree in Sustainable International Development from Brandeis University, USA. She also holds a Bachelor’s Degree in Public Administration (BA) from University of Pretoria, South Africa.

She worked as Director General in the Ministry of Industry and Trade where she spearheaded the “Made in Rwanda” policy and campaign. As Director General, she led public private partnership consultations that led to private sector-led implementation platforms, including setting up private sector expo fora, funding by financial institutions to support the policy and private sector operators.

She also worked with the United Nations Development Programme (UNDP) as a Coordinator for the Millennium Development Goals (MDGs) pilot project in Rwanda (2 years). As a development practitioner, she has experience in coordinating income generating projects, resource mobilization, community mobilization, project development, planning/programming and management. She has skills in proposal writing, promotion and advocacy/marketing, report writing and networking for strategic partnerships.

Irene Mwaura heads the Technical Operations of the company with the responsibility of overseeing the growth and expansion within Rwanda and the entire region. In her previous role with Math Reinsurance Brokers Limited (Mauritius), Irene served as the Chief Representative Officer for Sub Sahara Africa while based in Nairobi, Kenya. She was responsible for setting up the operations, marketing and business growth within Kenya, Tanzania and Ethiopia.

Before joining Math Reinsurance Brokers in October 2017, Irene worked with First Reinsurance Brokers (K) Limited as a Deputy Manager in the Local General Business Unit, charged with Marketing and servicing various treaty and facultative accounts for major clients within the region.

Irene has over 30 years’ experience in direct reinsurance and reinsurance broking and holds a Diploma in Business Management from Strathmore University Nairobi, as well as various certificates in Insurance and Reinsurance from the Insurance Training and Education Board in Kenya and other accredited reinsurance entities.

Mirembe Vanessa holds Bachelor’s degree in Finance. She worked as Project Finance Manager for Rwanda Reserve Force Integrated development project (IDP) with GASABO District for 3 years . She is undertaking Certified Public Accountant (CPA course) at University of Kigali.

Currently, Jeanne Izabiliza Chief Executive Officer of Heart of Africa Trading Company Ltd, focusing on international trade and international logistics (shipping, inland transport, clearing and forwarding, warehousing, financial advisory, travel and tours). Hear of Africa is involved in capital mobilization and investment, connecting continents and regions by establishing business lines through linking factory production with market businesses and potential customers.

Jeanne Izabiliza holds a Masters of Arts in Sustainable International Development from Heller School for Social Policy and Management, Brandeis University, Waltham (MA 02454), USA. She has solid knowledge in gender mainstreaming and social protection initiatives.

Jeanne served in Government as Provincial Executive Secretary and other senior public service posts in national and international organizations including: Ministry of Infrastructure, Ministry of Education, Health Unlimited, Rwanda Appeal for Peace Initiatives.

With over 15 years of experience engaged in various technical and policy dialogue, her leadership skills involve Human Resource Management, Finance Management, Project Planning, monitoring and evaluation.

Emmanuel Butare is a Partner one of the founding Partners of MRB Attorneys. He holds an LLB (Hons) from the National University of Rwanda, LLM from Ottawa University, Ontario-Canada. He is a Fellow (FCIArb) with London Chartered Institute of Arbitrators and holds a Postgraduate Diploma in legal Practice from the Institute of Legal Practice and Development (ILPD), and a Certificate in Global Arbitration by Hamline School of Law in conjunction with Queen Mary University.

He has worked as an assistant lecturer at the Law School National University of Rwanda, a Training officer in the Rwandan Judiciary, and Principal State Attorney in the Office of the Attorney General and Minister of Justice of Rwanda.

He is a member of the Rwanda Bar Association, East African Law Society (EALS), London Chartered Institute of Arbitrators, Kigali International Arbitration Centre (KIAC). He served as a Board Member, Prime Insurance; Vice President, EALS; Chairman of Insolvency Administrators’ Board in Rwanda. He currently serves as a Director on the Equity Bank Rwanda Board of Directors.

Liliane Mugirishyaka is an experienced Data Analyst with 8 years in a commercial organization. She holds a Bachelor’s Degree in Applied Statistics from National University of Rwanda.

Currently, Liliane is the Sales Operations Manager in Braliwa Plc, part of the Heineken Group, where she is in charge of optimizing data sets and sales applications to ensure the efficiency and effectiveness of the sales team. Liliane worked as a Commercial Analyst in Bralirwa, where she was responsible for analyzing competitors, market performance and suggesting improvements to executives.

Before she joined the Commercial Analyst role, she served as Assistant Commercial Analyst for 2 years (2012 to 2014) in the same organization, charged with Master Data management and embedding digital solutions to facilitate data collection and data leverage within sales Department. She has also experience in conducting market research (Trade Census). Liliane has skills in negotiations, customer motivation, customer management (CRM) and project management; she is a member of PMI Rwanda Chapter.
